As part of a general discussion, the FC-N considered Supplement II to the 2026 budget (26.042 ns), requested by the Federal Council in its dispatch of 18 September 2026. The Federal Council is submitting to Parliament supplementary credits subject to the debt brake of around 1'045 million francs and commitment credits totalling 129,4 million francs.
The committee primarily discussed the supplementary credit of 970 million francs for advance payments for the procurement of short- and medium-range ground-based air defence systems, a semi-mobile medium-range radar and a system for defence against mini-drones.
According to the current projection, these supplementary credits can be approved for the current year without breaching the requirements of the debt brake. However, the supplementary credit of 970 million francs for armament expenditure cannot be financed entirely from the expected unused balances of other budget credits. Financing is nevertheless possible because profit tax receipts are expected to exceed the budgeted amount.
The Swiss Federal Audit Office informed the FC-N that this method of financing represents a change in practice and could impair the effectiveness of the debt brake. Under current practice, supplementary credits must, as a rule, be financed from expected unused credit balances.
