  1. Bilateral III: FAC-S clearly approves stabilisation component

    At its meeting of 3 and 4 September, the FAC-S completed its preliminary deliberations on the stabilisation component of the Switzerland-EU package (Bilateral III) 26.023. The core of the stabilisation component is the Federal Decree on the Approval and Implementation of the Agreements on Stabilising Relations between Switzerland and the EU (Federal Decree 1). In the overall vote, the committee adopted this Federal Decree by 9 votes to 3, with 1 abstention. It thereby approves the agreements and authorises the Federal Council to ratify them. At the same time, the FAC-S approved the implementing legislation with selective adjustments. In its overall assessment, a clear majority of the FAC-S supports the stabilisation of relations between Switzerland and the EU. All committees involved in the preliminary deliberations on the stabilisation component have completed their work. This part of the package is therefore ready for consideration by the Council of States during the autumn session.

  2. Conditional yes to the Mercosur agreement

    At its meeting of 3 and 4 September 2026, the Foreign Affairs Committee of the Council of States (FAC-CS) examined in depth the planned free trade agreement between the EFTA States and Mercosur (26.033). Having heard representatives of non-governmental organisations and the business community at its meeting of 13 and 14 August 2026, it has now completed its preliminary consideration of this matter so that it can be considered by the Council of States during the autumn session.

  3. Free Trade Agreement with Kosovo to enter into force on 1 October 2026

    The Free Trade Agreement between the states of the European Free Trade Association EFTA (Switzerland, Iceland, Liechtenstein, Norway) and the Republic of Kosovo will enter into force on 1 October 2026. On 2 September 2026, the Federal Council adopted the necessary amendments to the ordinances to implement the tariff concessions agreed in the Agreement.
