In the current situation, hybrid actions and stand-off attacks are the most likely threats and may also affect critical infrastructure in Switzerland. A credible deterrent effect of the Armed Forces is central to the security of our country. Today, the Armed Forces are essentially a training force. To be able once again in future, as an operational force, to ensure the protection of the population and the country in light of the heightened threat situation, a realignment of the operational concept, adjustments to the organisation, forward-looking armament planning and the necessary financial resources are required.
