The Federal Council is instructed, taking account of Art. 46 para. 2 of the Federal Constitution and the provisions of the Federal Act on Financial Aid and Compensation concerning programme agreements, to recognise protection against the natural hazards of extreme heat and drought as a joint task and to develop a funding basis. The cantons and municipalities are to receive financial support for measures to reduce the risks of the natural hazards of extreme heat and drought by including measures in future programme agreements in the environmental sector. Depending on its design and on the hazard (damage potential), the type of measure (structural or planning-related) and the quality of the project, the support framework is to determine the share of costs borne by the Confederation and the cantons. Regarding the quality of the project, account is to be taken of the extent to which the measure contributes to climate protection.
