Should health insurers be required to use all their investment income to reduce premiums in order to ease the burden on insured persons? In its response to postulate 22.3930 Feller, the Federal Council takes the view that the current voluntary system has proved its worth and already contributes to reducing premiums. Insurers have the option of deducting a share of their investment income from the costs to be covered by compulsory health insurance. Most insurers do so when their solvency is good.

In the Federal Council’s view, the voluntary nature of this mechanism makes it possible to avoid additional fluctuations in premiums and, if necessary, to use investment income to build up reserves. Introducing a mandatory requirement is not necessary at present.
