Mengele dossier: access for historical research

The Federal Intelligence Service (FIS) published the Mengele dossier after a prolonged dispute over access, but with numerous redactions. Why does the Confederation not grant historians access to the unredacted original files under appropriate conditions, as provided for by the Federal Act on Archiving?
