Switzerland invests considerably in its national security. This also includes the capacity to defend against pandemics, infectious diseases and resistance. Switzerland’s Security Policy Strategy 2026 explicitly lists pandemics, health risks and the resilience of critical supply chains among the security-relevant issues and defines early risk detection as a central objective. On 24 June 2026, the Federal Council set the key parameters for international cooperation from 2029. Within the SDC, long-term development cooperation is to be reduced by CHF 296 million by 2030. Over the same period, humanitarian aid is to be increased by CHF 330 million. How can this be reconciled with the above-mentioned security-relevant objectives?
