Urgent credits: Federal Council rejects amendment to the Federal Financial Management Act

At its session on 21 October 2026, the Federal Council adopted its position on parliamentary initiative 24.400 «Dringliche Kredite. Wirkung der Beschlüsse der Bundesversammlung» (title translated: “Urgent credits. Effect of the decisions of the Federal Assembly”) by the National Council's Political Institutions Committee. In the Federal Council's view, the proposed regulation could significantly restrict the state's ability to act in crisis situations and lead to financial and legal risks for the Confederation. It therefore moves that Parliament decline to consider the proposal.

The majority of the National Council's Political Institutions Committee (PIC-N) wants a subsequent refusal of urgent credits by the Federal Assembly to be legally effective in every case. In that event, the Federal Council would have to recover amounts already paid out and reverse commitments entered into by the Confederation – regardless of the specific circumstances and legal consequences.
