The Medical Professions Register does not contain an exhaustive list of all qualifications. Under Art. 5 para. 2 of the Ordinance of 5 April 2017 on the Register of University Medical Professions (Medical Professions Register Ordinance; SR 811.117.3), the SIWF is required to enter in the register private postgraduate qualifications needed for billing under the KVG (lit. a), as well as the date on which those qualifications were awarded «nach Anhang 2» («according to Annex 2») (lit. b). Ophthalmic surgery is not listed in Annex 2. Consequently, contrary to the view of the lower authority, there is no corresponding obligation to register.
