After completing its investigation into the fixed price of the F-35A, the Control Committee of the National Council (CC-N) finds that no flat-rate fixed price was agreed with the United States. Against this background, it cannot understand the Federal Department of Defence, Civil Protection and Sport’s (DDPS) categorical communication to Parliament and the public. The committee further concludes that the organisational structure of the negotiations was inappropriate. It criticises the department for not conducting the negotiations closely enough and for the insufficient flow of information. For future procurements of major significance, the committee calls for more consistent involvement of armasuisse’s legal service and for a clear negotiating mandate to be formulated.
