This summer, the Federal Council failed to protect the population adequately from heat and drought. Yet the next hot summer will not be long in coming. The Federal Council must act now to be prepared for the next heatwave and to be able to protect particularly vulnerable and particularly exposed persons. In particular, it should make care homes and homes for older persons, hospitals, schools and day-care centres heat-resilient for upcoming periods of heat, for example with efficient cooling systems, shading, sun protection, insulation, window replacement, etc. For particularly exposed persons, the Federal Council must ensure the planning and implementation of heat measures in accordance with SECO and SUVA: cooling breaks, shading, drinking water, etc. The Federal Council should make the financial resources for these measures available from the 2026 surplus.
