The proposal provides for funding totalling up to CHF 730 million, with half of this amount being provided by the Confederation. To this end, the Federal Council is requesting that the Federal Assembly approve a commitment credit of CHF 365 million for the years 2030 to 2037. The programme is to be financed from revenue generated by fees for future mobile telecommunications licences. A prerequisite for supporting an expansion project is that the canton concerned contributes half of the funding in each case. Participation in the programme remains voluntary for both municipalities and cantons. However, the canton's participation is a prerequisite for co-financing by the Confederation.
