The Federal Council is requested to answer the following questions: Do all cantons have institutionalised threat management in accordance with the recommendations of the Swiss Crime Prevention? If not: which do not? How do cantonal threat management systems differ with regard to their legal basis, responsibilities, resources and interdisciplinary cooperation? What minimum requirements does the Confederation recommend for effective cantonal threat management? How is the exchange of information between cantons ensured when a person assessed as dangerous changes their canton of residence or stays in several cantons? How does cooperation work between threat management, the police, criminal prosecution, health and social services and other specialist bodies? Does the Federal Council see a need for binding minimum standards throughout Switzerland without removing cantonal responsibility for case management? What findings are available on cases in which serious violent offences were later committed despite warning signs? Are such cases systematically analysed and shared across cantons?
