The Federal Council is tasked with developing a national cooling strategy. This strategy is to show how the growing cooling demand of buildings can be met as energy-efficiently, climate-friendly and grid-supportively as possible. In particular, it is to examine: how disincentives can be avoided that favour inefficient mobile cooling devices over efficient and more environmentally friendly solutions; how cantonal and communal requirements for active and passive cooling can be simplified and, where appropriate, harmonised, in particular through facilitated procedures for energy-efficient, environmentally friendly and grid-supportive installations; how heating and cooling, as well as climate protection and climate adaptation, can be considered together more effectively, in particular by using surplus solar electricity and avoiding additional peak loads; which solutions are suitable depending on settlement structure and building type, and what role district cooling, geothermal probes and reversible heat pumps can play in this regard; whether harmonised foundations for geothermal probes should be established throughout Switzerland, in particular regarding potential, seasonal heat storage, groundwater protection and risks of overuse.
