26.4102 – Strengthen the circular economy for critical raw materials and strategic metals
The Federal Council is tasked with setting out in a report how Switzerland can strengthen, in light of geopolitical risks, its security of supply for critical raw materials and strategic metals through the circular economy, international value chains and partnerships. The report is to show: how expertise in recycling, materials research, metallurgy and processing can be used to strengthen the recovery, treatment, refining and reuse of critical raw materials, as well as value creation; how support, innovation and regulatory instruments can facilitate research, pilot, demonstration and scale-up facilities, as well as private investment; how regulatory and administrative barriers to secondary raw materials and proven recycling technologies can be removed; what contribution the circular economy can make to security of supply and resilience, and where European cooperation is needed; how rules on waste, competition and cartels can be adjusted to facilitate cooperation and the use of secondary raw materials; how the EU Critical Raw Materials Act and trade policy measures affect Swiss industry, and how non-discriminatory access to European markets and value chains, as well as raw material partnerships, can be secured.
