According to climate scenarios, without countermeasures, hot days in lowland areas will triple, droughts will occur every three years instead of every ten years, and the number of severe storms could almost double. Switzerland must prepare itself for such extreme weather events: new water reservoirs, more sponge landscapes and efficient building cooling can strengthen resilience. However, as climate change progresses, such adaptations become increasingly difficult and costly. Climate protection remains of overriding importance. With its current course, however, Switzerland will achieve neither the interim climate targets for 2030 nor the expansion targets for renewable energy. In view of this development, the Federal Council is requested to answer the following questions: What does the Federal Council specifically intend to undertake in order to strengthen Switzerland's resilience against drought and heat? What need does it see for additional measures to strengthen water storage and retention, in order to replace the melting glaciers and preserve Switzerland's water castle? How does the Federal Council intend to ensure more efficient building cooling? When will the Federal Council take effective measures to achieve the interim climate targets for 2030 in the transport sector, given the emission reduction achieved to date compared with 1990 of only 10%? What contribution should the electrification of transport make to achieving the climate targets in transport, and what share of total transport would electric cars, electric vans and electric trucks have to make up by 2030 in order to achieve the climate targets? What immediate measures under Art. 2 para. 4 EnG will the Federal Council take to achieve the expansion and interim targets for renewable energy (broken down by technology)? Is the Federal Council prepared, and what options does it see, to finance the costs of adaptation measures more in accordance with the polluter-pays principle, since both the Constitution and the Environmental Protection Act and the Waters Protection Act provide for the polluter-pays principle as a principle?
