Based on the findings of the review report, the Federal Council has decided to forgo financial backing from the Confederation. The uncertain development of the domestic hydrogen market is coupled with a lack of reliable analyses that could enable reliable assumptions about demand trends. It is not possible to demonstrate an overriding public interest or the existence of market failure that could justify state support. Moreover, the existing legal provisions do not provide a sufficient legal basis for state co-financing or backing. A new legal basis would first have to be established.
