The net-zero target for 2040 applies to the central Federal Administration in accordance with the Federal Act on Climate Protection Targets, Innovation and Strengthening Energy Security. It must take account of all emissions, including so-called upstream and downstream emissions.

The central administrations of the cantons, federal government-related enterprises and the ETH Domain are also to achieve the net-zero target as early as 2040 (for Switzerland, the target applies from 2050).

The Armed Forces and the Federal Administration’s foreign locations are to achieve the net-zero target from 2050.

The amendment to the Climate Protection Ordinance enters into force on 1 November 2026.
