Interest-free loans are intended to help agricultural holdings bridge liquidity shortfalls caused by drought. Art. 86b of the Agriculture Act states: «5 Sind Risiken im Rahmen der geförderten Ernteversicherungen versicherbar, so sind andere Unterstützungen des Bundes zum Schadensausgleich ausgeschlossen.» (Translation: «5 If risks can be insured within the framework of subsidised crop insurance, other federal support for compensating damage is excluded.») - Can risks caused by drought be insured? - What counts as compensation for damage? - Which holdings can apply for the interest-free loans under Art. 86b para. 5? - Which are excluded?
