At its meeting on 9 September 2026, the Federal Council opened the consultation procedure on amendments to the Military Act (MA) and the Armed Forces Organisation (AFO). The proposal strengthens the Armed Forces’ defence capability in view of the deteriorating security situation. In particular, the Federal Council is establishing the legal basis for the new command structure of the Armed Forces, thereby implementing a key element of its defence guidelines. The proposal also provides for compulsory training service abroad, including for militia personnel, better protection of the Armed Forces against espionage and sabotage, and a legal basis for pilot projects to test new training and service models.
