Text of the submitted motion — original and translation
Eine Minderheit der Kommission (Portmann Hans-Peter, Büchel Roland, Calame, Grüter, Haab, Michel Simon, Reimann Lukas, Rüegger, Rutz Gregor, Schmid Pascal, Vontobel) beantragt, die Motion abzulehnen.\n\nUnofficial translation of the submitted text:\nSwiss international cooperation (IC) has a reputation for taking a long-term approach and acting reliably and credibly. This standard should also be maintained when making strategic adjustments. The Federal Council is therefore instructed to submit fundamental changes concerning priority countries, themes, organisations or the structure of credits — particularly the balance between development cooperation and humanitarian aid — to Parliament as part of the next International Cooperation Strategy 2029–2032. As far as possible, such adjustments should be designed to preserve genuine scope for Parliament to take decisions and to allow ongoing commitments to be brought to an orderly conclusion. It is also instructed to submit the strategy to Parliament together with a comprehensive assessment of the opportunities and risks of the proposed changes. This should set out, in particular, the effects on bilateral and multilateral development cooperation, the country portfolio, priority organisations and countries, and Switzerland’s international credibility. Switzerland’s security, economic and migration policy interests must also be taken into account. A minority of the committee (Portmann Hans-Peter, Büchel Roland, Calame, Grüter, Haab, Michel Simon, Reimann Lukas, Rüegger, Rutz Gregor, Schmid Pascal, Vontobel) proposes rejecting the motion.
