The National Council Bureau has assigned to the PIC-N, under the extended co-reporting procedure, the referendum question, the protocols to the Agreement on the Free Movement of Persons and their implementation in national law (amendment to the Foreign Nationals and Integration Act [FNIA]), the participation of Parliament and the cantons in the dynamic adoption of EU law, and parliamentary cooperation. The committee first had the heads of the FDFA and the FDJP present the Federal Council's dispatch, and then held hearings on several topics. On the free movement of persons and the amendments to the FNIA, it heard a delegation of the cantons (Association of Cantonal Migration Services [ACMS] and Conference of Cantonal Governments [CCG]), representatives of HotellerieSuisse, GastroSuisse, Swissmem, and the Swiss Trade Union Federation (SGB), as well as two experts (Hansjörg Seiler and Martin Dumermuth). On the participation of the cantons in the adoption of law, the PIC-N heard a delegation of the cantons (CCG) and two experts (Andreas Glaser and René Rhinow), and on the participation of Parliament, two experts (Martin Graf and Matthias Oesch). In addition, the responsible rapporteur of the European Parliament's Committee on Foreign Affairs, Member of the European Parliament Christophe Grudler, explained to the committee how the EU assesses the Switzerland–EU package.
Furthermore, the PIC-N has tasked the Federal Administration with review mandates regarding the immigration levy adopted by the Council of States and the permanent right of residence of EU citizens.
It will continue its work at its meeting on 12 and 13 November 2026.
The committee met on 22 and 23 October 2026 under the chairmanship of National Councillor Nina Schläfli (S, TG) in Bern.
