The committee shares the Federal Council's assessment that the 2038 Winter Games represent an opportunity for sport, young people and national cohesion. At the same time, it underscores the importance of sustainability and welcomes the planned fixed and limited funding by the Confederation.
By 17 votes to 8, the CSEC-N proposes that the Games be held in accordance with high national and international standards on sustainability, transparency and governance. This includes, in particular, travel by public transport as well as a social and cultural charter. A minority rejects this proposal. By 14 votes to 7, with 3 abstentions, it also spoke out against special rules or exemptions from applicable standards. A minority rejects this restriction.
The committee also wishes to promote Swiss regional, agricultural and wine-growing products in connection with the Games (24 votes to 0, with 1 abstention). Improvements to accessibility at permanently used sports facilities, infrastructure and public transport should remain in place after the Games (17 votes to 1, with 7 abstentions).
The responsible organisation is to inform the competent parliamentary committees at least annually about the status of the bid and preparations, financial developments and compliance with the defined key parameters, and submit a final report after the Games (unanimously).
It should also be expressly stated that the participation of cantons and municipalities is subject to the parliamentary decisions and, where applicable, direct-democratic decisions required under cantonal and municipal law (16 votes to 8, with 1 abstention). A minority considers this clarification unnecessary.
Finally, by 15 votes to 5, with 4 abstentions, the committee proposes not to subject the federal decree to an optional referendum. The majority considers democratic legitimacy to be ensured by the decisions envisaged in the cantons and municipalities. A minority is of the view that, given the long-term effects of the Games, the people should have the final say.
