Consequently, the contested judgment is consistent with federal law insofar as the lower instance determined the PostCom’s jurisdiction. Consequently, it is justified to grant the respondent standing as a party in the proceedings it initiated before the PostCom. The case must be remitted to the PostCom for substantive assessment. Therefore, the Federal Supreme Court rules: 1. The appeal is dismissed.
